Payment for land use in Kyrgyzstan

For foreign entities the amount of rent for the provision of land, with the exception of farmland, is determined depending on the size of the land tax rate, at a rate approved by the Government of the Kyrgyz Republic.

Licensing

Relations connected with licensing, is regulated by the CD “On licensing”.

Licences are issued on an equal footing for all individuals (including foreigners and stateless), the grounds and conditions, regardless of ownership, departmental interests or whereabouts of entrepreneurs. An exception is the type of activity associated with a state monopoly.

Getting a license is necessary to implement only those activities and taking actions, licensing provided by law and is not limited for reasons of national security, the state monopoly, law enforcement, environmental protection, property, life and health of citizens.

Licenses are issued by ministries, departments and other authorized government (licensors), in charge of this type of licensed activity, determined by legislation and the Government of the Kyrgyz Republic. Licenses obtained in other states, the Kyrgyz Republic are recognized subject to the appropriate intergovernmental agreements.

Documents required to obtain licenses:

• application form

• Documents confirming compliance of the licensee to Article 13 of the Law “On licensing”

• proof of payment for the application and issuance of license

• a copy of state registration

Licensee may not require the applicant to furnish documents not covered by regulation on licensing of the activity. All documents submitted for obtaining a license, are registered by that authority. Licences are issued not later than one month from the date of application for a fee. The fees may not exceed three times the minimum monthly wage. In the case of re-registration of a license, in accordance with article 17-2 of the Law “On licensing” fee will be charged at the rate of monthly earnings.
